INSS Inquiry Seeks to Summon AGU Chief Over Handling of Alleged Illegal Deductions

Lawmakers reacted to reports that an AGU review flagged Sindnapi months ahead of a R$3 billion asset-freeze request.

Overview

  • The AGU filed a confidential action in September seeking precautionary asset blocks of about R$3 billion against 12 entities, including Sindnapi, in the 7th Federal Court of the Federal District.
  • Members of the INSS CPI said they will push to call Attorney General Jorge Messias to explain why earlier court requests did not initially target Sindnapi.
  • Documents show a 2024 internal AGU review in the South region listed Sindnapi among the main entities with rising complaints of unauthorized deductions from retirees.
  • The AGU said the review was not designed to detect fraud and argued that its first batch of May measures required CGU and Federal Police evidence of shell operations or kickbacks, with later CGU PARs underpinning the September filing.
  • Opposition lawmakers linked the scrutiny to Sindnapi’s leadership, which includes President Lula’s brother Frei Chico as vice president, as Messias also faces political attention tied to a possible Supreme Court nomination.
