INSS Forms Task Force as Benefit Backlog Hits Record 2.86 Million

Only about a third of the queue can be handled internally, with the majority stalled by medical exams and Dataprev income recalculations.

Overview

  • Pending requests reached 2.862 million in October, up from 2.778 million in September and 2.626 million in August, with new filings 23% higher this year.
  • Incapacity benefits account for about 1.324 million requests, while BPC totals 897,000 cases, including 660,000 awaiting income recalculation by Dataprev and 82,000 pending biometrics.
  • The INSS reports that 32% of all pending cases (roughly 920,000) are directly actionable, with the remainder dependent on external steps such as pericias, documentation or Dataprev analyses.
  • A seven‑member committee led by Eduardo Basso will track the queue weekly, coordinate fixes across departments and deliver reports to the INSS president through June 30, 2026.
  • Biometric verification is now required for new retirement applications starting November 21, and the government postponed biometrics for other benefits to May 2026, as the INSS cites a 35‑day average decision time that rises when a medical exam is needed.
