INSS Creates Single National Queue to Reduce Benefit Wait Times
A DOU order enables nationwide case redistribution under stricter PGB/PEPGB operating rules.
Overview
- Requests will no longer be reviewed only in their state of origin, allowing cases from high-demand areas to be handled by servers in other regions.
- INSS says teams from offices with stronger performance will work on claims from places with the longest delays, according to president Gilberto Waller.
- Analyses will prioritize the oldest requests and high-volume benefits, especially BPC and incapacity claims that make up nearly 80% of the backlog.
- Temporary measures set daily task caps, add quality controls, restrict participation by staff on loan to other agencies, and limit eligibility to active Seguro Social career employees.
- The overhaul builds on Law 15.201/2025’s PGB and its PEPGB bonuses, follows a 23% rise in new processes and a November strategic committee, and comes after average concession times improved from 64 days in March 2025 to 35 days in October.
