INSS CPMI to Hear Sindnapi Chief, Vote on Secrecy Breaks in Discounts Probe

The committee is widening evidence collection with dozens of requests for Coaf data, secrecy breaks, new testimonies.

Overview

  • The panel scheduled Milton Baptista de Souza Filho to testify Thursday at 9:00 about Sindnapi’s role in associational discounts operated via the INSS.
  • Ten requests sought his deposition, including one from Senator Rogério Marinho, who alleges in REQ 812/2025 that Sindnapi received more than R$1 billion between 2008 and 2025.
  • A Coaf intelligence report cited by lawmakers says the union moved about R$1.2 billion over six years, and its vice president is Frei Chico, President Lula’s brother, who is not cited in the investigation.
  • Members are set to vote on breaking the fiscal and telematic secrecy of Paulo Boudens, ex-chief of staff to Senate President Davi Alcolumbre, after Coaf and PF tracked R$3 million in transfers from Arpar, a firm that received roughly R$50 million from the businessman known as the “Careca do INSS.”
  • The agenda includes 78 motions seeking Coaf information, bank and tax secrecy breaks, and steps to summon former INSS president Danilo Trento and invite former CGU minister Wagner de Campos Rosário.
