Inspector General Flags Oversight Gaps at Baltimore Youth Fund, Spurring Push for Performance Audits

City leaders move to tighten oversight with performance audits following an inspector general report on missing submissions.

Overview

  • The inspector general reported the city auditor has no record of BCYF financial audits for fiscal years 2022, 2023, and 2024.
  • Only three of ten BCYF invoices submitted from January 2023 through September 2025 included full supporting documentation or grantee lists, according to the report.
  • The OIG found no signed copy of BCYF’s 2020 rules and said proposed regulations submitted in August 2024 remain unapproved.
  • BCYF’s president said FY21–FY23 audits are posted, the FY24 audit was completed and reviewed in July 2025, and it will be submitted after the board vote scheduled for November 2025, with a revised submission process adopted mid-2025.
  • A council-backed bill would require a comptroller-led performance audit every three years starting next fiscal year, as the OIG urged clearer rules and stronger city review of invoices and compliance.
