Inquiry Finds 'Serious Failings' Allowed Necrophiliac David Fuller to Abuse Over 100 Bodies in Hospital Mortuaries

David Fuller, a former hospital electrician, was able to sexually abuse over 100 deceased women and children in hospital mortuaries for 15 years due to 'serious failings' at the hospitals where he was employed.
An inquiry into the case found that Fuller entered the hospital mortuary 444 times in a single year 'unnoticed and unchecked'.
Senior management at the hospitals were aware of problems in running the mortuary from as early as 2008, but no effective action was taken.
The inquiry has made 17 recommendations to prevent such incidents in the future, including ensuring non-mortuary staff and contractors are accompanied in the mortuary and installing CCTV cameras.
Fuller, who was given a whole-life order in December 2021 for the 1987 murders of two women, filmed himself abusing his victims and visited 'the same bodies repeatedly'.
