Inquest Hears Home Office Did Not Respond to Mental Health Warning Before Bibby Stockholm Death

A safeguarding lead testified she raised urgent concerns about Leonard Farruku’s condition before his transfer.

  • The inquest was told a Clearsprings Ready Homes safeguarding lead emailed the Home Office on 3 November 2023 to urgently flag multiple incidents and “poor mental health” as Farruku was being moved to the barge, but she received no reply.
  • Staff at the Home Office hotel in Paignton had assessed him as having serious mental health issues after incidents in July and August 2023 that included damaged furniture, aggression toward staff and residents, police attendance, and sexual comments.
  • An assessment planned as the hotel closed was not completed because the Home Office transferred him to the Bibby Stockholm, and he had declined earlier referrals and missed a first response team visit.
  • A post-mortem found he died from compression of the neck due to suspension by ligature, and a pathology report indicated he was likely dead for some time before discovery on 12 December 2023.
  • Family members said he had disclosed depression to Migrant Help, they did not know he had been moved to the barge or that he had permission to work, and they questioned why he was housed there given his mental state; the inquest continues.
