INPE to Transfer Montesinos and Former Militant Leaders to Ancón II After Naval Base Pact Expires

The move follows the Navy pact’s expiry, with the Base Naval prison scheduled to shut on January 12, 2026.

  • INPE president Iván Paredes Yataco announced that inmates held at the Base Naval del Callao will be relocated to the Ancón II prison.
  • The transfer covers Vladimiro Montesinos, Óscar Ramírez Durand (“Feliciano”), Florindo Eleuterio Flores Hala (“Artemio”) and Víctor Polay Campos.
  • INPE said the prisoners will remain under the CEREC DS N°. 024-2001-JUS regime, which provides continuous surveillance and control that will be applied at Ancón II.
  • Paredes stated the CEREC at the Base Naval will cease operations on January 12, 2026 following a brief extension of an agreement that had been set to lapse in August.
  • Authorities framed the decision as reaffirming state authority and public security, noting Ancón II already houses former senior officials, with coordination underway with municipal and regional bodies.
