INPE Sets January Transfer of Montesinos and Terror Leaders From Naval Base to Ancón II

INPE attributes the change to the Navy pact’s lapse, pledging to recreate the CEREC regime at Ancón II.

Overview

  • The NavyINPE convention received a final extension to January 12, 2026, when the CEREC at the Base Naval del Callao will cease operations, according to INPE president Iván Paredes.
  • Vladimiro Montesinos, Víctor Polay Campos, Óscar Ramírez Durand (“Feliciano”) and Florindo Eleuterio Flores Hala (“Artemio”) are slated for transfer to the maximum-security Ancón II facility.
  • INPE says Ancón II is being fitted with dedicated spaces and that security will be redoubled, replicating the CEREC special regime (DS N.º 024-2001-JUS) with 24/7 surveillance and strict controls.
  • Officials say further renewal of the Navy custody agreement is not possible and emphasize that planning and facility adaptations are underway, with no transfers executed yet.
  • Security and capacity experts caution that implementing a military-grade regime in a civilian prison poses operational risks, while INPE frames the move as a reaffirmation of state authority.
