INPE Probes Threats at Chincha, Removes Piura Prison Chiefs After Inmate Escape

The actions follow weaponized messages pressuring officials over a possible transfer of the high‑risk inmate known as Cabezón Pier.

Overview

  • INPE reported that Chincha prison director Juan Herrera Rozas and the facility’s security chief received death threats, including videos showing pistols and ammunition sent to the director’s phone.
  • According to the institute, the threats warned of attacks if the transfer proceeds for Edinson Pier Flores Pinto, alias Cabezón Pier, who is jailed for qualified homicide and aggravated robbery.
  • INPE president Iván Paredes Yataco ordered the Office of Internal Affairs to Chincha for inquiries and pledged cooperation with authorities as well as protection for targeted personnel.
  • Following the 6:30 a.m. escape of Krisman Nizama Ponce, 31, processed for extortion and housed in the clinic area under psychiatric treatment, INPE removed the director and subdirector of the Piura prison and activated search protocols.
  • The institute said the Piura case was promptly communicated to the Ministerio Público and the National Police, and the Justice Ministry reiterated ongoing personnel evaluations after prior removals in Huaral tied to another escape.
