INPE Confirms ‘El Diablo’ Moved to Cajamarca Prison, Fueling Scrutiny of Justice Minister

INPE defends the transfer as a disciplinary measure tied to prohibited devices.

Overview

  • The prison service said Miguel Marcelo Salirrosas was relocated for serious disciplinary faults, including possession of banned communication items and verbal and psychological aggression against female custody staff.
  • INPE chief Emilio Paredes told Congress that officers found a USB, a radio and a charger in the inmate’s possession.
  • An official statement said Salirrosas arrived at the Cajamarca facility in optimal health and that there are no reports or complaints of injuries or aggression at the prison.
  • Per INPE records, the move was ordered by Directoral Resolution No. 336-2025-INPE-ORNCH dated August 11, following his prior confinement at El Milagro in Trujillo.
  • Media reports continue to allege undue influence benefiting Salirrosas, linking him to Justice Minister Juan José Santiváñez from a past attorney-client relationship, as the ministry names ex-INPE head Gerson Villar as a new adviser.
