INPE Confirms Disciplinary Transfer of ‘El Diablo’ to Cajamarca as Audio Fuels Scrutiny of Justice Minister

INPE defends the move on disciplinary grounds, rejecting reports of abuse, with allegations of political interference still unresolved.

Overview

  • INPE said Miguel Marcelo Salirrosas, alias ‘El Diablo’, was moved from Trujillo’s El Milagro to Cajamarca on August 12 under a special closed regime for serious disciplinary violations.
  • Officials cited the discovery of a USB, a radio and a charger in his cell and reported verbal and psychological aggression against female custodial staff as reasons for the transfer.
  • An INPE statement affirmed Salirrosas arrived in Cajamarca in good health and that prison records show no injuries or complaints of physical mistreatment.
  • The move occurred 11 days before Juan José Santiváñez was sworn in as justice minister, and a Panorama audio attributed to him requests favorable treatment for Salirrosas from then–minister Eduardo Arana.
  • A protected witness earlier alleged Santiváñez intervened to keep Salirrosas from being moved out of an extended isolation stay, claims that have prompted congressional scrutiny without a judicial finding to date.
