INPE Begins ‘Electric Blackout’ at Lurigancho to Tighten Prison Control

Officials aim to curb contraband electronics by centralizing power with lighting limited to supervised hours.

Overview

  • The operation started around 10:55 a.m. in Pavilion 11 at Lurigancho, covering three levels under a 40-agent team directed by Lima Regional Security leadership.
  • Agents removed wiring and outlets from cells and common areas so authorities retain absolute control over electricity and lighting schedules.
  • Numerous unauthorized appliances were seized, including televisions, fans, kettles, speakers, freezers, and coffee makers, and roofs were inspected for antennas or illicit connections.
  • The intervention was supported and overseen by the National Police, with commander general Óscar Arriola Delgado supervising control actions.
  • In a parallel measure, INPE transferred 17 inmates from Piura on October 21 under Resolution 090-2025-INPE-DTP to facilities in Cochamarca, Chimbote, Huaraz, and Cañete as part of a broader security strategy led by president Iván Paredes Yataco.
