INEGI Reports Rise in 2024 Crime Victimization in Mexico as Fraud Becomes Most Common Offense

Most incidents went uninvestigated and the household burden reached 269.6 billion pesos.

  • ENVIPE estimates 23.1 million adult victims in 2024—24,135 per 100,000, up 3.5% year over year—with 11.4 million households reporting at least one victim.
  • Only 9.6% of crimes were reported and 93.2% were not investigated, though prosecutors opened cases in 70.5% of the complaints that were filed.
  • Fraud led all offenses at a rate of 7,574 per 100,000, followed by robbery or assault in street/public transport (6,003) and extortion (5,971).
  • State-level shifts were stark: Oaxaca (+60.5%), Tlaxcala (+32.5%) and Durango (+23.5%) posted the largest increases, while the highest victimization rates were in the State of Mexico (34,851) and Mexico City (30,804).
  • The estimated cost of crime to households was 269.6 billion pesos (about 1.07% of GDP), averaging 6,226 pesos per victim, with total vehicle theft causing the highest average loss at 32,439 pesos.
