INE Refuses to Share Voter Registry as Biometric CURP Pilots Expand

Overview

  • The new CURP Biométrica will integrate fingerprints, iris scans, a digital photograph, voice recordings and a QR code to replace all other IDs for public and private transactions
  • Registration pilots launched July 4 in five Veracruz municipalities and select Mexico City–State of Mexico offices, where citizens can apply free of charge
  • INE president Guadalupe Taddei Zavala confirmed the electoral roll will not be handed over or merged with RENAPO’s biometric database to safeguard voter data autonomy
  • SEGOB and RENAPO are drafting secondary regulations and scaling up civil registry and INE modules to support the nationwide rollout starting January 2026
  • The INE is allocating 1.4 billion pesos this year to bolster biometric security on its voter credential as it transitions to a voting-only document
