INE Internal Control Opens Case Against Dania Ravel Over 2021 Vote to Halt AMLO Recall

The action revives a four-year-old complaint despite later rulings that the electoral institute carried out the recall efficiently.

  • Ravel said the INE’s Órgano Interno de Control notified her on September 18 that an administrative-responsibility procedure was opened over her December 2021 vote to suspend organizing the recall due to a budget shortfall.
  • Grupo Milenio reported that councillors Claudia Zavala and Jaime Rivera also received notices, and identified INE comptroller Víctor Hugo Carvente as the official who reactivated the case.
  • The suspension decision was overturned by the TEPJF later in December 2021, and in August 2022 the Supreme Court concluded the INE conducted the recall efficiently using available funds.
  • The complaints originated with then–Chamber of Deputies president Sergio Gutiérrez Luna; the criminal complaint was later withdrawn, but the OIC’s administrative case has remained open.
  • Ravel criticized the proceeding as persecution that could inhibit the council’s independence, noting internal requests for personnel files resurfaced in early and mid‑2025 before the notifications.
