Overview

  • By a 6–5 vote the INE Council approved fines totalling 6.3 million pesos for 177 winning candidates and public admonitions for more than 200 losers featured in ‘acordeones’.
  • Sanctions were calculated at up to 10 percent of each candidate’s spending cap and adjusted to individual capacity to pay.
  • The INE opened an oficioso inquiry to trace who financed, produced and distributed physical and digital vote-guiding pamphlets, extending scrutiny to parties and local government entities.
  • Dissenting councillors argued there is no clear legal basis for sanctioning unreported campaign materials and predict the Tribunal Electoral will likely overturn the measures.
  • President Claudia Sheinbaum criticized the council’s resolutions as contradictory and said she will await the Tribunal Electoral del Poder Judicial’s final ruling.
