Overview
- The INE Consejo General is reviewing a new draft of binding lineamientos that would expand federal oversight of party internal processes but has not yet approved them.
- A prior proposal presented by counselor Arturo Castillo failed to secure the necessary votes, and counselor Martín Faz has publicly urged adoption to avoid ceding the INE’s preventive role.
- Under the draft the Unidad Técnica de Fiscalización would receive mandatory reports on spending, contracts and polls and parties would treat such costs as ordinary financing.
- The rules set monetary caps for contributions to internal-process participants (3,304,893 pesos) and to militants (826,223 pesos), require bank accounts for in-cash management, and restrict types of propaganda and third-party diffusion.
- The draft preserves non-retroactivity for past acts except for continuous infractions with guaranteed hearings and leaves Organismos Públicos Locales responsible for local procedures with an exception for radio and television time.
