INE Commissioners Seek Report on Delayed Voter ID Tender as Decision Slips to Dec. 12

The move responds to bidder complaints over short timelines, perceived favoritism, post-clarification changes.

Overview

  • Commissioners led by Carla Humphrey asked the INE administration for a detailed account of delays, risks and modifications in the procurement to produce the new voter ID cards.
  • The administration has attributed the holdup to consultations with suppliers and adjustments after clarification meetings, drawing questions about transparency.
  • The contract decision was pushed from December 5 to December 12 for a project covering more than 94 million credentials planned for 2026–2031.
  • Veridos México, the incumbent producer, remains under extensions through May 31, 2026 while the new award is unresolved.
  • Humphrey also requested clarity on potential new data elements on the credential, including sex-gender identity, disability markers, organ-donor status and indigenous status, as legal and audit risks were flagged by participants and a Morena representative.
