Overview

  • The INE General Council voted unanimously on August 21 to close the case and found no elements to sanction for alleged illicit financing to Morena.
  • The fiscalization unit reported no bank traces, accounting entries or tax records tying the cash seen in the 2020 videos to party activities after requests to CNBV, UIF, SAT, Morena and the individuals involved.
  • Electoral prosecutors (FISEL) had already decided in 2022 not to pursue criminal action, saying the videos were altered and lacked probative value, a finding INE officials said constrained the probe.
  • The institute said some authorities, including the Mexico City Superior Court, refused to share information, and it urged stronger oversight tools and mandatory inter-agency cooperation.
  • Opposition representatives from PAN and PRI argued the recordings show corruption and party funding, while Morena’s delegates defended the outcome as a strictly legal exoneration.
