INE Closes Pío López Obrador Case Over 2018 Cash Videos After Finding No Campaign Link

  • INE’s General Council voted unanimously on August 21 to end the five-year probe and impose no sanctions.
  • The Unit of Fiscalization reported no banking, accounting or tax records that could establish the origin, amount, destination or partisan use of the cash.
  • Investigators sought data from the CNBV, the UIF, Morena, the Mexico City judiciary and the individuals in the videos, but found no transfers or irregular financial flows.
  • INE counselors noted the electoral crimes prosecutor (FISEL) decided in 2022 not to pursue charges and deemed the videos altered, and they said the prosecutor initially resisted sharing information.
  • Opposition representatives from PAN and PRI condemned the closure and argued the money financed Morena, while Morena’s delegates pointed to the official exoneration and INE officials urged stronger legal tools for fiscal oversight.
