  • INE’s General Council unanimously adopted guidelines to issue official credentials to people deprived of liberty under a standardized application process.
  • People in pretrial detention retain political-electoral rights and remain in the Padrón Electoral and Lista Nominal, while those with final sentences receive the card only as identification with rights marked suspended.
  • Credentials must be delivered directly to the holder, who may request INE custody of the card for up to 10 years, matching its validity period.
  • Applicants can optionally designate a trusted enlace to handle communications and document exchange with INE, under confidentiality and data-protection safeguards.
  • Implementation will use itinerant modules and information campaigns in prisons and requires Comisión Nacional de Vigilancia approval of required documents and operational agreements with penitentiary authorities.
