INE Advances Testing in Tender for 2026–2031 Voter ID, Sets Dec. 10 Award Date

UNAM testing under expanded oversight aims to deliver an impartial selection of a more secure, 10‑year Teslin credential.

Overview

  • The three bids under review are Veridos–Giesecke + Devrient–Gráficas Corona at $59.9 million, Cosmocolor–Icards Solutions–Talleres Gráficos de México at $55.6 million, and Litho Formas–Indra–partners at $54.2 million.
  • Technical evaluations of sample cards run from Nov. 21 to Dec. 10 with tests by INE specialists and a UNAM panel, culminating in a scheduled award on Dec. 10.
  • The new card model retains barcode and OCR, adds a high‑density encrypted QR/datagram and reverse‑side digital photo, and incorporates microtext, OVDs, thermo‑ and infrared inks, and a tactile feature.
  • The specification standardizes up to 50 characters for names and targets a minimum 10‑year durability using a Teslin substrate with polyester laminate.
  • INE projects annual spending of roughly 997–1,102 million pesos for 2026–2031 at about $0.60 per card with a floor of 84 million units, and it highlights oversight by CPRFE, the SRC, the internal control body, and a Social Witness as Veridos’ current contract runs through May 31, 2026.
