India’s Unincorporated Sector Adds Establishments as Jobs Ease on Manufacturing Weakness

The latest MoSPI release points to a shift toward owner‑operated enterprises with rising rural participation.

Overview

  • Establishments rose to 7.94 crore in April–June 2025 from 7.85 crore in January–March, led by trade (+3.63%) and other services (+3.13%).
  • Total employment eased to 12.86 crore in April–June after reaching 13.13 crore in January–March, remaining above the ASUSE 2023–24 annual estimate of just over 12 crore.
  • Unincorporated manufacturing contracted 4.7% in enterprise count and its employment fell 9.3% to 3.35 crore, cutting its jobs share by more than two percentage points.
  • MoSPI attributed the job decline mainly to fewer establishments hiring workers, as the share of working owners rose from 58.29% to 60.18%.
  • The rural workforce increased from 5.97 crore to 6.25 crore, and women made up more than 28% of workers in both quarters.
