India’s Labour Survey Will Count Gig and Unpaid Work Under New 2027 Sampling Rules

The NSO says the redesign will improve measurement of platform work and non‑market activity by drawing fresh samples from an updated urban-focused frame.

Overview

  • The National Statistics Office published the proposal on Friday, October 23, 2026, and invited comments for 15 days on changes set to take effect in January 2027.
  • A new Second Stage Stratum will be created to identify digital platform workers and an extra yes/no household question will flag households with any member doing platform work.
  • The PLFS questionnaire will add items on own‑use production, unpaid household and care work, volunteer activity and unpaid trainee work for people aged 15 and above.
  • Fresh samples for the 2027–2028 period will be drawn from an updated frame that reflects the Urban Frame Survey, urban growth and recent administrative boundary changes.
  • To protect continuity the NSO will pool units from the old and new frames for the first three months of 2027 and will not publish Relative Standard Errors for those pooled monthly estimates, a step that will make short‑term comparisons harder for analysts and policymakers.
