Overview
- All State Adoption Resource Agencies must designate or empanel qualified counselors at district and state levels to oversee the new framework.
- Prospective adoptive parents are required to complete structured pre-adoption counseling during the Home Study Report process under Regulation 10(7).
- Older children awaiting adoption will receive dedicated counseling both before placement and throughout the adoption process in line with Regulation 30(4)(c).
- Post-adoption counseling is required in cases of non-adjustment, potential disruptions or when an adopted child initiates a root search to trace their origins.
- Biological parents surrendering their children must be informed of the 60-day legal finality of consent and an adopted child’s future right to a root search under Regulations 7(11) and 30(2)(c).
