India Weighs Phased Move Beyond E20 With E25 Targeted for 2029

Officials say testing followed by consultations will determine any move to higher ethanol blends

Overview

  • Reports on Tuesday said the Centre is evaluating a roadmap that could introduce E21 by 2027 and E25 by 2029, but officials have denied any scheduled E25 rollout and say compatibility testing is still under way.
  • A study cited from the Automotive Research Association of India found E20 can cause gradual deterioration of rubber fuel‑system parts such as hoses, gaskets and O‑rings in vehicles designed for E10 and can raise fuel consumption by about 2–6 percent.
  • The Ministry of Petroleum and major automakers say extensive trials covering passenger cars and two‑wheelers show no systemic engine damage from E20 and that the blend has been used safely on roads for more than two-and-a-half years.
  • Petroleum dealers and many motorists have lodged complaints about mileage loss and component wear, prompting dealers to ask the government to review the E20 rollout and pushing policymakers to favour a phased approach.
  • The blending policy is driven by a goal to cut crude imports and boost domestic ethanol demand, and recent measures such as excise exemptions for 22–30% blends and updated BIS fuel specs have been read as preparatory steps for any move beyond E20.
