India Unveils Sustainable Aviation Fuel Roadmap, Sets Blend Targets Through 2030

With ICAO and EU support, a government study outlines how India can launch domestic SAF supply.

Overview

  • At a New Delhi workshop led by Civil Aviation Minister K. Rammohan Naidu, the ministry presented a DGCA-led feasibility study that frames policy options for SAF deployment.
  • The government reaffirmed phased blending goals of 1% in 2027, 2% in 2028 and 5% in 2030 for international flights in alignment with CORSIA sustainability rules.
  • Indian Oil’s Panipat refinery has secured ISCC CORSIA certification to produce SAF and is expected to begin output by year-end, with COTECNA named the first national certifier and an IOC–Air India supply MoU in place.
  • The study cites more than 750 million tonnes of biomass and about 230 million tonnes of surplus agricultural residue, projecting 8–10 million tonnes of annual SAF capacity by 2040 and potential for exports.
  • Officials say SAF could cut lifecycle CO2 emissions by up to 80%, reduce crude imports by an estimated $5–7 billion a year and abate 20–25 million tonnes of emissions annually while creating up to 1.4 million green jobs.
