Overview

• The Ministry of Labour & Employment released the draft Shram Shakti Niti 2025 and invited stakeholder and public submissions through 27 October 2025.
• The draft shifts the ministry toward an employment facilitator role by designating the National Career Service as Digital Public Infrastructure for Employment with AI-enabled matching, credential verification and skill alignment.
• A proposed Labour Stack would integrate EPFO, ESIC, PMJAY, e‑SHRAM and state welfare boards to provide universal, portable social security through a unified account.
• Implementation is phased: 2025–27 for institutional setup and social-security integration, 2027–30 for nationwide rollout of universal accounts and skill-credit systems, and beyond 2030 for paperless governance and predictive analytics.
• Governance and targets include a national implementation council with state missions and district centres, seven strategic priorities, and measurable outcomes such as higher female labour-force participation and near-zero workplace fatalities.
