India to Open Uranium Mining and Processing to Private Firms

New Delhi plans to unveil a regulatory package this fiscal year that keeps spent-fuel reprocessing vested in the government, permitting private participation in uranium mining.

Overview

  • The government plans to announce a regulatory framework within the current fiscal year to allow private companies to mine, import and process uranium.
  • Private firms will also be permitted to supply critical control-system equipment for nuclear power plants.
  • The state will retain exclusive authority over spent-fuel reprocessing and plutonium waste management.
  • India’s domestic uranium reserves of about 76,000 tonnes can meet only roughly 25 percent of projected demand, creating a need for imports and expanded processing capacity.
  • Implementation will require amendments to five laws, including those governing mining, electricity and foreign direct investment.
