India Revokes 14 BIS Quality Rules Covering Polyester and Major Plastics

Officials say the rollback targets import bottlenecks to cut MSME input costs.

Overview

  • The Ministry of Chemicals and Fertilisers said the withdrawals take effect upon Gazette publication with no transition period.
  • The scrapped Quality Control Orders cover key inputs including terephthalic acid, ethylene glycol, polyester fibres and yarns, and plastics such as polypropylene, polyethylene, PVC, ABS and polycarbonate.
  • Ending mandatory BIS licensing, ISI marking and consignment-wise import inspections is intended to simplify compliance and speed approvals for manufacturers and importers.
  • Government sources say the move seeks to ease import constraints, improve raw‑material availability and lower costs for downstream MSMEs, and industry groups expect competitiveness and export gains.
  • The decision follows a high-level review of QCOs led by Rajiv Gauba and builds on an October rollback that rescinded six fatty‑acid-related orders.
