India Restores Full Embassy in Kabul After Taliban Foreign Minister’s Visit

New Delhi frames the move as expanding aid and development engagement without conferring recognition.

Overview

  • India’s Ministry of External Affairs said on Oct. 21 it has restored its Kabul technical mission to the Embassy of India with immediate effect.
  • The mission will be headed by a chargé d’affaires rather than an ambassador, reflecting India’s continued non-recognition of the Taliban administration.
  • The decision followed Acting Foreign Minister Mawlawi Amir Khan Muttaqi’s Oct. 9–15 visit and his Oct. 10 meeting with External Affairs Minister S. Jaishankar.
  • The MEA said the embassy will enhance humanitarian assistance, development projects and capacity-building, aligning with Afghan societal priorities.
  • Afghan officials reiterated that Afghan territory will not be used against India and indicated diplomats will be posted to New Delhi, as the move follows recent KabulPakistan clashes paused under a Qatar and Türkiye-brokered ceasefire.
