India Reschedules Border State Civil Defence Drills; Rajasthan May 31, Punjab June 3

Postponed over administrative issues, the drills now have staggered dates to test wartime response along India’s western border.

The first civil defence exercise across the country was held on May 7, hours ahead of Operation Sindoor.
Mock drills had been conducted as per the orders of the Home Ministry in 244 districts of the country after the Pahalgam terror attack.

Overview

  • The Ministry of Home Affairs delayed Operation Shield, originally set for May 29 across Gujarat, Haryana, Rajasthan, Punjab, Jammu and Kashmir and Chandigarh, citing administrative reasons.
  • Rajasthan will conduct its statewide exercise on May 31, activating centrally controlled air-raid sirens, enforcing a controlled blackout and rehearsing mass evacuations in all 41 districts.
  • Punjab’s mock drill has been moved to June 3 after its civil defence staff joined National Disaster Response Force training, a rescheduling approved by New Delhi.
  • The exercises simulate air raids, drone strikes and other wartime scenarios to strengthen coordination among civil defence volunteers, emergency services and the armed forces.
  • Gujarat, Jammu and Kashmir and Chandigarh are finalising fresh dates under the MHA’s directive to augment civil preparedness along the western frontier.
