India Releases Draft ‘Shram Shakti Niti 2025’ to Recast Labour Policy for a Digital Workforce

Public comments are open until 27 October for a data-led shift to employment facilitation via NCS plus a proposed Labour Stack.

Overview

  • The draft positions the Labour Ministry as an employment facilitator using the National Career Service as India’s Digital Public Infrastructure for Employment with AI-enabled job matching and credential verification.
  • The policy outlines seven priorities that include universal and portable social security, occupational safety and health, employment readiness, women and youth empowerment, ease of compliance and formalisation, technology and green transitions, and governance-led convergence.
  • A unified Labour Stack is proposed to integrate EPFO, ESIC, e‑Shram and NCS, with the document also envisioning a universal account by linking PM‑JAY and state welfare boards.
  • Implementation is framed through a three‑tier structure comprising a National Labour & Employment Policy Implementation Council chaired by the Union Labour Minister, State Labour Missions and District Labour Resource Centres.
  • The draft maps a phased rollout through 2030 and beyond, targeting measures such as risk‑based OSH inspections, single‑window digital compliance for MSMEs, expanded skilling and higher female labour‑force participation.
