India Reimposes 30% Levy on Yellow Pea Imports Effective November 1

The policy seeks to lift pulse prices to nudge rabi planting by curbing cheap yellow-pea inflows.

  • A Finance Ministry notification sets a 10% basic customs duty plus a 20% agriculture infrastructure development cess on yellow peas.
  • The levy applies to consignments loaded from the origin country on or after November 1, according to the notification.
  • Duty-free entry for yellow peas had been allowed since December 2023 after chana output fell to 11 million tonnes from 12.26 million tonnes the previous year.
  • Trade sources estimate roughly 4 million tonnes have entered since December 2023, with about 0.3 million tonnes in transit from Canada.
  • The CACP urged tighter curbs as pulse import dependence rose to 23.1%, with yellow peas at 29.5% of imports, and the IPGA expects firmer prices and better rabi sowing as a result.
