India Recommends Legal Action Against Ex-Spy in Foiled U.S. Assassination Plot

A government inquiry links former intelligence officer Vikash Yadav to a failed attempt to assassinate Khalistani separatist Gurpatwant Singh Pannun in 2023.

India's Ministry of Home Affairs has recommended legal action against Vikash Yadav, a former intelligence officer, for his alleged role in a U.S. murder-for-hire plot targeting Gurpatwant Singh Pannun.
The inquiry committee, formed in November 2023, investigated Yadav’s connections to organized crime and terrorist groups that endangered India-U.S. security interests.
The U.S. Justice Department alleges Yadav recruited intermediaries, including Nikhil Gupta, to hire a hitman who was later revealed to be an FBI informant.
India confirmed that Yadav, identified as 'CC-1' in U.S. legal documents, is no longer employed by the government and has a history of criminal links.
The panel also recommended systemic improvements to enhance India’s response capabilities and prevent future security breaches of this nature.
