India Post Suspends Most U.S.-Bound Parcels as Nations Curb Mail Ahead of De Minimis Rollback

Carriers point to unclear CBP rules on duty collectors, required data flows.

08 April 2020, Mecklenburg-Western Pomerania, Groß Schwaß: At the Deutsche Post delivery base, the parcels are sorted and distributed to the vehicles. Due to the Corona crisis, more and more citizens are using online ordering options, which is causing delivery services to be busy as usual only in the pre-Christmas period. While the delivery base usually handles around 5,000 parcels a day, the current figure is 7,500. Photo: Bernd Wüstneck/dpa-Zentralbild/dpa (Photo by Bernd Wüstneck/picture alliance via Getty Images)
Postal services to US suspended from August 25 after Trump tariff moves

Overview

  • India Post will halt bookings for most items to the U.S. from Aug. 25, allowing only letters, documents, and gift parcels valued up to $100 with refunds offered for undeliverable items.
  • Postal operators across Europe and Asia are pausing standard U.S. services, including Korea Post, SingPost, La Poste, Deutsche Post/DHL Parcel Germany, Norway, Finland, Belgium, Austria, and the Czech Republic.
  • CBP issued initial guidance on Aug. 15 and has certified two companies to collect and remit duties, but posts and carriers say key procedures remain undefined, including designation of qualified parties and data transmission.
  • Private express options remain available, with FedEx continuing U.S. shipments and DHL Express operating even as standard postal parcel channels are curtailed.
  • Executive Order 14324 takes effect Aug. 29, ending the $800 duty-free threshold under the IEEPA framework while keeping a $100 gift exemption, a shift affecting millions of low-value parcels each day and likely raising consumer costs.
