India Post Restores U.S. Postal Services With Upfront Duty System

A delivery duty paid mechanism now collects a flat 50% import levy at booking to satisfy CBP rules without changing postal rates.

Overview

  • All categories of international mail to the United States resume on October 15 after a suspension that began in late August.
  • Under the new process, India Post gathers duties in India and remits them to U.S. Customs via approved Qualified Parties following successful trials in Delhi and Maharashtra.
  • CBP guidance applies a 50% charge on the declared FOB value for postal consignments from India, while gift items up to USD 100 stay exempt.
  • The department says no extra fees will be levied for DDP or partner services and existing tariffs remain intact, improving cost predictability for exporters.
  • EMS, air parcels, registered letters and tracked packets can again be booked at post offices, International Business Centres and Dak Ghar Niryat Kendras or online, with outreach planned to inform MSMEs and sellers.
