Overview
- The government notified the Transition Facilitation (Quality Control) Order, 2026 on Thursday, creating a five-year temporary framework and opening a 24-month window for companies to apply for permissions.
- The facility covers ten product groups including toys, footwear, air conditioners and components, furniture, water heaters, washing machines, household electrical appliances and hinges.
- Approved buyers may procure from manufacturers licensed under BIS Scheme II, which relies on self-declaration of compliance, instead of the inspection-based Scheme I that requires factory visits and an ISI mark.
- Permissions will be granted only to companies registered under the Companies Act after a risk assessment by an inter-ministerial Implementation Committee made up of DPIIT, Department of Consumer Affairs, Department of Commerce, DGFT and BIS, which will check technical capability, quality systems and compliance history.
- Products supplied under the scheme must continue to meet Indian Standards, BIS will carry out market surveillance and the Centre can suspend or withdraw permissions for breaches, while DPIIT must still issue detailed operational guidelines that will shape how widely the change is used and how quickly it eases costs for manufacturers.
