India Notifies 8th Pay Commission With Wider Mandate and 18-Month Deadline

Unions seek a Jan. 1, 2026 start date following the omission of a clear “date of effect” in the terms.

Overview

  • Finance Ministry constituted a three-member panel chaired by Justice Ranjana Prakash Desai, with Prof. Pulak Ghosh as part-time member and Pankaj Jain as member-secretary, and permitted interim reports.
  • The remit covers salaries, pensions, allowances, bonuses, gratuity and performance-linked incentives rather than only basic pay.
  • The Commission must weigh economic conditions, fiscal prudence, state finances and comparator pay in PSUs and the private sector.
  • The All India Defence Employees’ Federation has urged an amendment to specify implementation w.e.f. January 1, 2026, citing past 10-year cycles.
  • Research firms estimate possible fitment factors around 1.8–2.46 on basic pay, cautioning that take-home gains will be tempered by a DA reset and allowance changes.
