Overview
- The Health Ministry formally notified the Drugs (Fifth Amendment) Rules, 2026 that remove “syrups” from Schedule K and put all syrup formulations on prescription-only sale, with the notification published on June 9, 2026.
- Under the amendment pharmacists must demand a valid prescription from a registered medical practitioner to dispense syrups and sales in villages will be limited to duly licensed pharmacies rather than general retailers.
- The rules also restore mandatory batch-wise testing of liquid formulations and increase regulatory oversight after government inspections found compliance lapses at many syrup makers.
- The move responds to contamination-linked child deaths in India (Madhya Pradesh and Rajasthan) and earlier international outbreaks, and doctors have endorsed tighter controls while parents and commentators warn of reduced access, extra cost and practical hurdles.
- Key implementation challenges to watch are enforcement of prescription checks, timely expansion of licensed pharmacy access in rural areas, and whether regulators tighten raw-material and factory standards to stop contamination at the production level.
