India Joins Global Postal Pauses to the U.S. as New Import Duties Take Effect Next Week

Confusion over how U.S. Customs will collect duties is driving suspensions ahead of the Aug. 29 end of most duty‑free entries.

08 April 2020, Mecklenburg-Western Pomerania, Groß Schwaß: At the Deutsche Post delivery base, the parcels are sorted and distributed to the vehicles. Due to the Corona crisis, more and more citizens are using online ordering options, which is causing delivery services to be busy as usual only in the pre-Christmas period. While the delivery base usually handles around 5,000 parcels a day, the current figure is 7,500. Photo: Bernd Wüstneck/dpa-Zentralbild/dpa (Photo by Bernd Wüstneck/picture alliance via Getty Images)

Overview

  • India Post will halt most U.S.-bound parcels starting Aug. 25, allowing only letters, documents, and verifiable gifts under $100, with refunds offered for undeliverable items.
  • Postal operators across Europe and Asia — including Korea Post, SingPost, Deutsche Post/DHL Parcel Germany, Austria, Norway, Finland, Belgium and the Czech Republic — are pausing standard shipments on staggered dates.
  • CBP has issued limited guidance and certified only two third-party collectors so far, leaving open questions on who collects duties and how required data will be transmitted.
  • Under the new regime beginning Aug. 29, previously de minimis packages will face country-of-origin tariffs or a temporary flat fee of $80–$200 per mail item for up to six months, while gifts under $100 remain duty-free.
  • Some services continue via premium or private carriers — DHL Express and FedEx remain options — and Etsy will suspend certain postal shipping labels from Aug. 25 as shippers pivot to carriers that support pre-paid duties.
