India Intensifies Helmet Crackdown as Bengaluru Police Launch Inspections

Following the seizure of over 3,000 non-compliant helmets under central directives, Bengaluru Traffic Police have launched targeted inspections to enforce mandatory BIS certification.

Overview

  • On July 5, the Department of Consumer Affairs and BIS wrote to district collectors and magistrates urging a nationwide campaign against the manufacture and sale of non-BIS-certified helmets.
  • BIS branch offices are coordinating with police and transport departments to conduct factory and market surveillance, having tested over 500 helmet samples and carried out more than 30 search-and-seizure operations in the last year.
  • Enforcement teams in Delhi seized over 2,500 helmets from nine unlicensed manufacturers and roughly 500 sub-standard helmets from retail outlets, with legal action now pending.
  • Bengaluru Traffic Police, in collaboration with the Transport Department and Department of Legal Metrology, have inspected shops, registered cases against “half helmets,” and issued notices to curb fake helmet sales.
  • Despite 176 BIS-licensed helmet makers, many riders rely on uncertified gear and nearly 45% of two-wheeler accident fatalities involve poor helmet quality across India’s 21 crore two-wheelers.
