India Imposes Three-Year Safeguard Duty on Select Steel Imports

The finance ministry acted on a DGTR finding that a sudden import surge was injuring domestic mills.

Overview

  • Rates are set at 12% from Apr 21, 2025 to Apr 20, 2026, 11.5% the following year, and 11% in the final year, according to the gazette notification.
  • The measure covers non-alloy and alloy flat products, including hot-rolled and cold-rolled coils and sheets, plates, and metallic and colour-coated steel.
  • Imports from China, Vietnam and Nepal are subject to the levy, certain developing countries are exempt, and specialty steels such as stainless steel are excluded.
  • DGTR found a recent, sharp increase in low-priced imports causing and threatening serious injury, following petitions from industry bodies including the Indian Steel Association.
  • Shares of major steelmakers gained about 2–5% after the announcement, while user industries and MSME exporters cautioned about higher input costs and competitiveness risks.
