India Imposes Five-Year Anti-Dumping Duties on Vitamin-A and Sulphur Imports

Overview

  • The duties, effective June 6, apply to Vitamin-A Palmitate and insoluble sulphur imports from China, Japan, Switzerland and the EU for a five-year period.
  • Vitamin-A Palmitate levies range from $0.87 to $20.87 per kilogram, with most Chinese exporters facing the highest rate and Shangyu NHU BioChem Co. Ltd. subject to a reduced $14.95/kg duty.
  • Insoluble sulphur attracts duties of $259 to $358 per metric tonne, including a flat $307/MT on Chinese imports and tiered rates for Japanese suppliers such as $259/MT for Shikoku Chemicals.
  • The DGTR investigation concluded that both chemicals were being sold below cost or fair market value, causing material injury to domestic manufacturers.
  • Levies must be paid in Indian rupees at exchange rates notified by the Revenue Department and are expected to shield sectors like pharmaceuticals, food, cosmetics and tyre manufacturing while potentially raising input costs temporarily.
