India Grants UN-Style Privileges to International Big Cat Alliance by Gazette Notification

The move equips the treaty-based alliance to operate from its India headquarters as a hub for global big cat conservation.

Overview

  • The government extended privileges and immunities under the United Nations (Privileges and Immunities) Act, 1947 to the IBCA, its representatives, and officials.
  • The notification applies specified provisions of the Act, including section 1 of Article I, Article II, section 9 of Article III, sections 18 and 20 of Article V, and sections 22 and 23 of Article VI.
  • The step implements Article X of the Host Country Agreement signed on April 17 to establish the IBCA headquarters in India.
  • Environment Minister Bhupender Yadav announced the decision and said it strengthens India’s commitment to cooperation and empowers the alliance to function as a global platform.
  • Formed to coordinate conservation of tiger, lion, leopard, snow leopard, cheetah, jaguar, and puma, the India-led IBCA became a treaty-based intergovernmental organisation in February 2025 following ratifications by India, Nicaragua, Eswatini, Somalia, and Liberia.
