India Finalizes Three-Year Safeguard Duty of 11–12% on Select Steel Imports

The move follows a DGTR finding that a sudden surge of low-priced imports caused serious injury to domestic producers.

Overview

  • A Finance Ministry gazette notification sets the levy at 12% in year one, 11.5% in year two, and 11% in year three.
  • The duty applies to shipments from China, Vietnam and Nepal, with exemptions for certain developing countries and for specialty grades such as stainless steel.
  • The measure covers alloy and non-alloy flat steel products identified in the DGTR probe as driving the import surge.
  • The three-year safeguard replaces a 12% provisional duty imposed for 200 days from April 2025 that expired in November.
  • One market estimate cited Chinese hot-rolled coil landed costs rising from about Rs 48,040 per tonne to roughly Rs 55,465 per tonne under the 12% tariff.
