Overview

• The Union Territory of Ladakh Reservation (Amendment) Regulation, 2025, caps job reservations for locals at 85 percent of government vacancies, excluding the 10 percent Economically Weaker Sections quota.
• Under the Ladakh Civil Services Decentralisation and Recruitment (Amendment) Regulation, individuals qualify as domiciles after 15 years of residence or seven years of study with Class 10 or 12 exam appearances, while children of central government officials become eligible after ten years of service.
• The Ladakh Autonomous Hill Development Councils (Amendment) Regulation mandates that one-third of seats in the Leh and Kargil councils be reserved for women and allocated by rotation among constituencies.
• The Ladakh Official Languages Regulation recognises English, Hindi, Urdu, Bhoti and Purgi as official languages and directs the administration to promote other native tongues such as Shina, Brokskat, Balti and Ladakhi.
• All measures took effect immediately following final talks on May 27 led by a Home Ministry high-powered committee; demands for Sixth Schedule protection and statehood remain unaddressed.
