India Enables Phased 1600-Series Rollout and Expands Secure Digital Consent Pilot

Cross-agency regulators plan automated fraud data sharing alongside telecom infrastructure safeguards to shield customers from digital scams.

  • The digital consent registry pilot launched on June 16 is now live with seven major banks and several telecom operators enabling customers to register, review and revoke commercial communication consents via a tamper-proof interface.
  • The Joint Committee of Regulators has approved a phased migration schedule for transitioning BFSI sector voice calls to the dedicated 1600-series to curb payment-linked fraud.
  • Plans are underway to automate real-time sharing of spam and cyber-fraud intelligence among the Indian Cyber Crime Coordination Centre, the DoT’s Digital Intelligence Platform and telecom DLT platforms for swift disconnection of fraudulent numbers.
  • Regulators agreed to impose safeguards and designated numbering ranges on SIP and PRI lines to prevent bulk spam misuse of telecom infrastructure.
  • Four specialized working groups will oversee technical, operational and awareness-building efforts for the digital consent framework and 1600-series migration.
