India Cuts Bulk Sugar Stock Limits to 15 Days

The move is meant to free held supplies to check record sugar prices before the August–November festival season.

Overview

  • The government ordered on Wednesday that dealers and bulk users who consume more than 10 metric tonnes a month must hold no more than 15 days of sugar stocks from Sept. 1 through Nov. 30 to increase market availability.
  • Officials are reported to be considering trade steps, including lowering or waiving import duties and permitting limited duty-free imports, to boost short-term supplies if stocks remain tight.
  • Domestic prices have hit record highs, with ex-mill rates in Maharashtra at historic levels and wholesale quotes up roughly 10–20% in August as festival demand rises.
  • Supply stress comes from a monsoon rainfall shortfall of about 13% that has hurt cane prospects, earlier export permissions and diversion of cane to ethanol, prompting mills to plan to bring forward crushing by 10–15 days.
  • India rarely imports sugar for domestic use—the last sizable imports were in 2017–18—so any approved duty-free shipments would be a notable policy shift with possible effects on domestic and global prices.
